Kuwait has become the only county in the world to make DNA testing mandatory for the whole population, including citizens and foreign residents.
People who refuse to give samples will spend one year in jail and a fine of up to USD33,000. Those who provide fake samples can be jailed for seven years.
The legislation was rushed through parliament following a suicide bombing at a Shiite mosque in the capital, which killed 26 people and wounded 227.
Such a database would be illegal in Europe, as it contravenes the European Convention on Human Rights.
